Anytime we wrap things to be achieved around goals, there is a danger of making the entire effort dispassionate and transactional. Plans make us focus on the expected outcome more than the expected emotions, commitment, and effort that develops the discovery of the result. Goals sure push us to win - at any cost. Goal-based plans often encourage incentives, but they also distance people with mistrust. Goals-driven systems are short-term measures and focus on immediate results. This generates animosity between those who contribute to it and those who define the goal measurement system. This means a poor focus on outcomes.
Continuous broad direction, on the other hand, does not focus on declaring achievement mileposts. Constant effort makes us have our desirable journey at the back of our minds. In turn, such long-term, belief-based explorations become spiritual or cultural ones. Then we can quickly progress on such quests with conviction while setting measurable games that make it fun to traverse the journey. It makes progress a lot more plausible.
Embarking on such exploration is full of learning. Outcomes may not be guaranteed, but the effort has the essential ingredients of collective focus and intensity required to succeed.
We will likely succeed if we choose the right long-term system that consolidates focus. It is wise to abandon the short term - unless it is an emergency!
