Most often the change agents are in action and the change is in the offing. The bits and pieces of information that are around and difficulty in assimilation of that information to build a cohesive picture in our mind is the main reason the change is not apparent. But it sure is in the making - slowly but steadily. Change is a function of influence and manner in which it gets created. Conviction of thoughts, relentless efforts, persuasiveness and ability to listen to alter the course (where it's necessary) are the prime contributors driving the change.
